What would bring superheroes to life?

If I go out tonight in a black leather outfit and start beating the snot out of social undesirables, I’ll wind up in jail or more likely a mental hospital. And with good reason.

The people who would become superheroes need to have some seriously advanced skills.
Batman, Superman, and any defender of a large group of people (city for example) needs to be able to ‘flee’ the scene of their justice with a lot of speed and efficiency without being seen. In addition, we need villains. Without villains that conventional law enforcement can’t stop, the superhero will always be a vagabond not an instrument of justice.
Finally, people need to lose a little bit of modern greed. For example, in the Incredibles, Mr. Incredible is sued for saving a man and thus all heroes drop into hiding. Recently, a woman sued her best friend for pulling her out of a burning wreck of a car. Yeah, people need to stop trying to snag money out of misfortune and be happy they are alive and safe thanks to heroic effort.
